The new forest investments in Uruguay

BOTNIA: Pulp mill project in Uruguay

Botnia's Board of Directors decided on March to go ahead with the pulp mill investment in Uruguay. Botnia has set up a company called Botnia S.A. for this purpose. Botnia is also the owner of the company Compañia Forestal Oriental S.A. (FOSA) in Uruguay, specialized in eucalyptus cultivation.

The 20.000 inhabitant town of Fray Bentos in Western Uruguay has been chosen as the site of the pulp mill. An environmental impact assessment for the pulp mill as well as an evaluation of its socio-economic impacts were started in November 2003. Please read the results at left side of this page.

The pulp mill project is the biggest industrial investment in Uruguay's history. It will boost Uruguay's gross national product by 1.6 per cent. The project is also the biggest industrial private sector investment by Finland abroad.

The aim of the pulp mill project is to guarantee the competitive availability and sufficiency of short-fibre pulp. Botnia’s owners – UPM and M-real – already use large quantities of eucalyptus pulp. Eucalyptus is a quality-wise an especially good alternative as the raw material for uncoated fine papers and tissue papers. The fast growth of eucalyptus plantations (ready for cutting in 8 years) ensures cost-efficient production of bleached hardwood pulp.

Personnel: 300 employees at the pulp mill itself, but altogether over 8000 jobs will be created in Uruguay, of which 5000 direct and 3000 indirect.

ENCE: EUFORES, M'BOPICUÁ LOGISTICS TERMINAL

Fray Bentos and its surroundings have a large export and industrial tradition. Since the last quarter of the 19th century, the region has got a world wide reputation due to the quality of its tinned meat, being exported to all the continents from a local port.

Taking into account the levels of exportations related to the forest sector, and its potential growth in the future, the decision to build the first private port in the country was made, besides the only wood-specialized Logistics Terminal in the region, which has also excellent facilities for general cargo.

After several years of studies and evaluations, Eufores acquired the estate of Estancia M´Bopicua in 1997. M´Bopicua Logistics Terminal S.A., was created in 1999, being Eufores the only shareholder nowadays. This setting is located in a strategic area over Uruguay river, 12 km upstream Fray Bentos city, over a secondary channel, at the 108th km of Uruguay river, to the South of Isla Caballos and Ñandubayzal crossing. The state extends 5 km across the coast and has close access to the national road system.

M´Bopicua Logistics Terminal is a transportation complex consisting of a port able to receive Panamax and Post Panamax ships, up to 10 m draught; a road connecting to the national road system by 2 and 24 routes and to the Argentinian road system through Fray Bentos- Puerto Unzue bridge. It will be also linked to Uruguayan railway system, connected at the same time to the Argentinian Mesopotamian railway one. This Teminal will lead to a port complex Fray Bentos-M´Bopicua which will significantly improve the service sector offer in the Uruguayan coast.

At this stage, the Terminal will have two operational centers closely bound together. The first one will be a continuous wharf, in parallel with the coast, 192 m long and 65 m in width being operative. It also has two dikes in order to complete the mooring and untying procedures. The Terminal will also hold a 32,000 square meter levelled area to gather round wood and chips, and 7.5 has to gather cargo behind the wharf. This vast area will allow trucks and cranes loading and unloading ships. There will also be a specific area destined to the gathering before the shipment or after the unloading in case of a general cargo.

It also includes a forest raw material conditioning center and a logistics platform destined to other goods from the area agribusiness sector.

The Industrial Estate, adjacent to Logistics Terminal, will have an infrastructure of basic services that will attract the installation of a variety of export industries.

M´Bopicua Logistics Terminal will have, at this first stage, a chipper plant of 500,000 m3/year of cappacity, which is is due to start functioning in the last quarter of the current year.

Ence will invest 600 million dollars (500 million Euros) in the new plant of cellulose that Ence will construct in Uruguay. The factory has got already all the environmental and urban development permissions. The manufacture will be able to begin from next October in M'Bopicuá's accession, close to the river Uruguay, as they reported both the president of the society, Jose Luis Méndez, and his vice-president and managing director, Juan Villena before the celebration of the shareholders' meeting.
 

 

STORA ENSO is purchasing land in Brazil and Uruguay

Stora Enso has started to purchase land in the southern part of Brazil (state of Rio Grande do Sul) and in Uruguay with the intention of establishing fast-growing plantations. Stora Enso intends to plant eucalyptus and pine in the areas starting next year. The plantations will serve as a competitive fibre supply for Stora Enso's future pulp and paper production in these countries. Stora Enso plans to establish a total base of around 100 000 hectares of plantations in each country. This includes also acquiring already existing plantations, especially in Uruguay. The target for 2005 is to complete the purchase of around 50 000 ha of land in each country. Stora Enso estimates to spend up to USD 100 million during 2005 for acquisition of land and initial investments in nursery and infrastructure. The selected regions offer excellent conditions for plantations and have good infrastructure. "We are now taking another important step in Latin America. These purchases are in line with our emerging markets strategy. This will be our second-largest investment in South America after the successful completion of Veracel Pulp Mill in the state of Bahia in Brazil, a joint venture with the leading local pulp producer Aracruz Celulose S.A.," comments Jukka Härmälä, CEO Stora Enso, in press conference at Porto Alegre in the Brazilian state of Rio Grande do Sul. The land in both Brazil and Uruguay is being purchased from private landowners who have used it mainly for cattle grazing and partly for growing crops. In establishing the plantations, Stora Enso will follow its principles for sustainable plantations by adopting the best environmental and social management practices, and expects a positive economic impact in the region. An important part of these management practices is to engage and have an open dialogue with the local stakeholders in the sustainability work. The intention is to certify the plantations in Brazil with both CERFLOR and FSC forest certifications, and in Uruguay with FSC. "Stora Enso aims to encourage local landowners to establish their own plantations as an opportunity to have an alternative use of their land. We estimate to have about 20% of our future needs supplied by local landowners," comments Nils Grafström, President, Stora Enso Latin America.
